Puzzle #1: The man who lives on the tenth floor of the building is short, too short to reach the 10th floor button in the elevator, that is why he when he returns to his apartment, he presses the button of the highest floor button he can reach (seventh floor) and then walks from that floor. He is able to take the elevator all the way down from his tenth floor apartment because the ground floor button is at the very bottom, which he is able to reach.
Puzzle#4: The man in the snorkeling kit was swimming in the nearest lake, when a fire fighting helicopter came and swooped some water from the lake along with the man who was snorkeling, to place it on the forest fire. The water (and the snorkeler) were dropped onto the forest fire. The man was killed sometime during the event, either by drowning, or by falling from a height.
